Were cut scores for the measures determined by the system or state?

Cut scores were recommended by a faculty panel, vetted by faculty statewide and adopted by the public college and university presidents.

The placement process using these measures:

Any student earning an ACT or SAT subject area score that meets or exceeds the threshold score adopted by the public college and university presidents must be considered “remediation-free” without taking an additional placement test. Institutions are not required to place students scoring below the threshold score into remedial courses. Students scoring below the threshold score are subject to institutional placement procedures to gain eligibility to enroll in credit‐bearing courses.
